Religion had accepted new church organization of a Bishop over several elders in a congregation.
Now doctrinal changes are under way-- "Baptism of infants", changing immersion to sprinking for "Clinical Baptism."  The shift in power is seen as Bishops are appointed over elders.  Then Bishops to clarify beliefs and create church directives at the Council of Nicea in 325AD.  Then the council of Bishops make canon law in the Council of Carthage in 418 AD.
